In both the Confederation and the Hegemony, the exploration and assessment of new systems and worlds is conducted by a small, volunteer, and civilian cadre of scouts.
Using special purpose vessels, and specially trained personnel, these scouts spend months, sometimes years on their own, looking for new habitable (or terraformable) worlds, on which to base new colonies.
The ships are often small and somewhat slow in speed, but pack special sensors and equipment for the exploration of new worlds.
