Brown

Brown is a colony in the Lian Confederation, 12.7 light years from the Capitol system.

Brown orbits a main sequence star named Omega 384, and it's designation is 45910182T.

Population: 120 Million
Diameter: 10,382 Kilometers
Age: 4.25 Billion Years

Brown was discovered in 2490 and was first colonized after minimal Terra-forming in 2493.

Mostly agrarian, the colony boasts the most productive wheat fields in the confederation. Brown is also host to the Farma Prefecture, that allies most of the farming colonies in the Confederation.

Defenses are moderate in strength and Brown hosts a post-graduate war college for Naval forces.

Capitol

Capitol is the sole core world of the Lian Confederation.

The planet is technically designated 38729387B and was discovered in early 2326. Originally its common name was Lian's Colony, but it experienced a name change upon the founding of the Confederation. Colonization began in 2331, with the founding of its first community of approximately 104 persons named Rose City.

The planet is 23,745 Kilometers in diameter, and is between 4.5 and 5 billion years in age. Terra-forming took just over two years, and the efforts consisted mainly of increasing the amount of carbon dioxide, and the importing of water via local comets.

Some trees were introduced early but failed to take hold in the soil. It is hoped that within the next thirty years or so, another attempt at transplanting can be made, and that the soil will then successfully support them.

Capitol is host to most of the Confederations governmental operations. Both branches of government and just about every department are housed in the city of Garande. The city was built solely for the purpose of housing the government and it's employees, and boasts a population of about 2.5 million.

The biggest city on the colony is named Boje Valley, and harbors most of the Confederation's Corporate headquarters. It's population is around 60 Million.

Currently, the entire colony's population is just in excess of 12 billion.

Non-Aligned Worlds

The non aligned worlds are the dozen colonies left over from the Shuvanaljis Revolt, that neither wanted Hegemonic, nor Confederate rule, and who had the benefit of distance from both.

Three of the non-aligned colonies are core worlds, with significant populations and commercial activity.

Each of the non-aligned worlds are recognized as independent states, and enjoy embassies in both the Confederation and the Hegemony.

The non-aligned worlds are often havens for pirates, and other lawless entities that need access to resources without the scrutiny of a federal government. Many of the governments of these colonies have a high rate of corruption, and these worlds (with the obvious exception of the core worlds) are impoverished.

Trade with the non-aligned worlds is on a colony by colony basis, and is usually temporary. Typically these trade agreements expire when the resource is depleted, or some from of deception (real or imagined) is discovered.

Historical Overview

Within a few hundred years after humans (largely led by the efforts of the Europe and the United States) began space exploration, colonies were beginning to be established within the Solar System. First the moon (Luna) and then Mars, the colonies slowly spread outward from Earth.

After the advent of the plasma drive, access to neighboring star systems was inevitable. The first interstellar colony was to a star known as Ross 154. The colony was dispatched and took two and a half years for it to arrive. Once the colony arrived and was established (and named itself Ross Prime), it quickly grew over the next ten years to a city nearly the size of Seattle. An unknown catastrophic event occurred and most of the inhabitants of the colony were killed in 2204. The survivors were found years after the event, and with little memory of what happened. The prevailing theory of what happened is a civil war, triggered by a natural disaster (groundquake) that eliminated most of the stored resources required for the continued survival of the colonists. The conflict was so severe that the survivors were those that took on the most animal and basic of instinct. The found survivors could barley remember speech and civilized conduct.

Another colony was formed some two years after the Ross Prime incident (with the lessons learned of Ross Prime) on Lacaille 9352 (informally called just LaSalle by it's inhabitants). This is considered the first successful human colony.

Soon other colonies began to form, and with the advent of faster plasma drives, the distances became larger. One in four colonies succeeded during the next fifty years, and very soon it became clear that an inter-colony government was needed. This government took the form of a legislative body called the Human Republic. For the next 150 years, the Republic governed with a light hand, and acted as a sort of mentor to the colonies, rather than a father.

The Human Republic finally proved insufficient when a very large corporation, known as Shuvanaljis Drives LTD, developed the means to travel between star systems in the space of days (rather than the months and years it took before). The Human Republic made an attempt to seize the technology, known as an alter-space drive. But lacked sufficient resources to successfully do so. When Shuvanaljis defended their interests with force it was known as the Shuvanaljis Revolt. Most of the Republic's forces were destroyed, and it's members arrested. Afterward, Shuvanaljis assumed the mantle of power over most of the human race and its colonies (with the obvious exception of the Confederation and the non-aligned worlds).

Lian Confederation

A loosely aligned group of colonies that split off from the Human Republic, just after the Shuvanaljis Revolt. The Lian Confederation is named after the original name of it's core world Capitol.

Most of these colonies were adamant in their opposition against corporate rule after the republic government was overtaken. As a result, they banded together to form their own government, but with greatly weakened powers. The Confederation exists largely to manage defense, and inter-colony trade. Just about every other facet of life is managed at the colonial level.

At the end of the revolt, Shuvanaljis forces were exhausted. Lacking the resources to continue the fight into the outlaying systems of the Confederation, the Hegemony decided to consolidate power, and take them on when they were ready.

One of the deepest and darkest secrets of the Confederation is that the leaders are resigned to the eventual victory of the Hegemony. Currently, plans and equipment exist for when the Hegemony makes their rush.

The Confederation's government is made up of a single legislative body (The Senate) and a popularly elected executive (Prime Minister). The Confederate courts are small and few in count, and take on only the most contentious of colonial issues. The courts operate within the purview of the minister of justice (in the executive branch) and are not considered equals to the legislative or executive branches.

Currently, the Confederation's Prime Minister is 43 year old Sarah Brennan. Sarah's approval ratings are stubbornly stuck at 40%. This is Sarah's third consecutive term (there are no term limits). A career politician from the colony simply known as Brown, Sarah served as her colony's executive (on Brown known as the Governor) for two terms then went on to serve as a representative of Brown to the Farma Prefecure. After several years at the prefecture, Sarah distinguished herself by helping to negotiate and gain passage of several contentious trade negotiations that brought development and money to several impoverished colonies. Sarah is not married (divorced), and has a daughter who is approaching college age. Sarah has hinted that she would possibly retire at the end of her current term, of which, two years remain.

Each system within the confederation is responsible for policing and defense within its own borders (usually defined as the ort cloud of that colony's star(s)). Trade between the systems is common and usually peaceful. Infrequently a colony or allegiance of colonies (called a prefect) will grow too aggressive to control in the courts. As a result, the Confederate Navy will respond to help negotiate and (if needed) quell with force, the rouge prefect.

Only once has the Confederate Marines needed to use force to keep a colony in line. Technically a small civil war, the world known as David's Colony, violently attempted to blockade trade vessels (in an attempt to tax), traveling through their system from neighboring colonies. After several months of attempting to negotiate, the Marines finally landed on the world and after several weeks of light skirmishes, manged to subdue the government of the colony and bring them to trial. Ever since, most colonial leaders will use violence as an absolute last resort, and even then, only to serve as a wake up call, to Confederate forces, that action is needed.

Colonial Governments are agreed upon by the inhabitants of the colony itself. Almost all are democratic in structure, and typically have the three branch government that mot of us are used to seeing today. Only one colony (named Barynthia) is governed by a monarch, (even so, by the consent of the people) and three colonies are approaching an anarchist form.

Each colony operates its own police and militia (to provide for its own defense, as well as assist in the defense of of the Confederation if needed). Also, the courts of a colony are called upon to serve on disparate worlds to provide a neutral forum for inter-colonial cases.

Of all the colonies, only one, Capitol, is considered big enough to count as a core world. Capitol serves as the home of the Confederate government (all branches), and is equal parts agrarian and commercial in it's industrial activity. There are four major prefects (and many smaller, less influential ones) within the Confederation, each of various sizes. A single colony may belong to as many different prefectures as it deems useful.

Prefect Appolonia is centered around four worlds in the heart of the Confederation and includes Capitol. This prefect represents the most economically viable colonies, and has an impressive amount of monetary strength.

Farma Prefecture is made of many, disconnected and smaller colonies, that are mostly newer (less than 15 years in age) and are still centered around an agrarian economy. Once a colony begins to develop it's own heavy industries (mining, and big equipment manufacturing) they typically leave this prefecture for one local to them.

Paceum Prefecture is a collection of five colonies that have agreed to passively (non-violently) exist. Additionally, all citizens of this prefecture are barred from military service (in either the militia or the Confederate forces). Interestingly, none of the member worlds of this prefecture, are on the border with the Hegemony.

Prefect Sierra is a localized collection of five colonies that is adjacent to Appolonia. These colonies are comparatively sophomore to the others, and collectively represent a significant percentage of the Confederation's heavy industries.

Hegemonic Incursions

The Corporate Hegemony continuously raids, and attacks different outlying systems of the Confederation. These serve to keep military assets of the Confederation spread out along its border, tests the responsiveness and training of the Confederate forces, and discourages colonies from developing along the border.

Often the Confederation learns of the planned incursions and stages an ambush. The few incursions that result in real loss of life and material seem to be worth it to the Hegemony, because the practice continues despite the heavy losses.

One famous incursion almost led to all out war when the commander of the Hegemony's 3rd Fleet (Vice Admiral Vickland) staged the largest and most destructive incursion ever. The Hegemonic fleet consisted of three task forces (nearly 63 capitol vessels and scores of fighters gunships and corvettes), and almost succeeded in completely destroying all colonies along the rim-ward border. The Confederate Grey fleet managed to assemble a small force (amounting to half a task force) that delayed the incursion long enough to allow Black Fleet forces enough time to assemble a proper defense. The Grey fleet delay was commanded by Rear Admiral James L. Burton. Most of Burton's forces were destroyed in the action, and Burton himself was severely injured. The Black Fleet responded by destroying all forces that were identified in the incursion. Including Vickland's command vessel. Unknown to most Confederate citizens, the Black Fleet followed Vickland's forces into Hegemonic space and hunted down the remaining ships. The response is known to the Black Fleet as the Vickland turkey-shoot, while the Hegemony refers to it as a war crime. But the result is clear, incursions didn't resume for another two years afterward. All incursions subsequent to Vickland's have only been with one or two capitol vessels.

Admiral Burton's courage and determination is memorialized by the Black Fleet Destroyer that bears his name.
